The 115mm Redgill sandeel (Rascals) is a good general size for inshore boat fishing and also for casting from the shore.
On the boat they are most commonly fished on a flying collar rig with a long, 12'+, trace of either light nylon or flourocarbon.
Another successful, but less practiced, method is to slowly troll the redgill behind the boat.
From the shore mount the eel on a 3' to 4' trace behind a suitable size sinker and cast and retrieve.
A steady retrieve often works best but sometimes a 'sink and draw' technique will be more effective.
